Earth Advantage Selected to Serve as Oregon Home Energy Rebates Program Administrator for Consumer-Owned Utilities.

Earth Advantage has been selected by Oregon Department of Energy to serve as one of two administrators for the Oregon Home Energy Rebates program, part of a federally-funded initiative to help households across the country lower energy costs while encouraging the adoption of cleaner, more efficient technologies. Earth Advantage will be responsible for delivering all aspects of the $47.5 million  program across Oregon’s consumer-owned utility districts. Brio, Brightline Group, and IEM will join Earth Advantage as implementation partners for the project. 

Oregon’s Home Energy Rebate Program comprises two complementary components: the Home Efficiency Rebate Program (HOMES) and the Home Electrification and Appliance Rebate Program (HEAR). HOMES offers performance-based rebates for retrofits in single-family and multifamily homes, while HEAR provides income-based point-of-sale rebates for the purchase of high-efficiency appliances and associated home upgrades. Both programs prioritize households with low-to-moderate incomes. 

As the program administrator responsible for delivery in consumer-owned utility districts, Earth Advantage’s team  will work closely with EnergyTrust of Oregon, who is overseeing program implementation in areas served by investor-owned utilities. 

Earth Advantage’s selection for this award reflects its extensive experience successfully delivering similar programs in Oregon, including Oregon’s Community Heat Pump Deployment Program and Cooling Portland, a climate resilience program funded by the Portland Clean Energy Community Benefit Fund (PCEF). Like Oregon’s Home Energy Rebates, both of those programs focus heavily on serving disadvantaged communities, where access to energy efficiency upgrades is limited.
