About the Programs

The Oregon Department of Energy (ODOE) is preparing to launch two new home energy rebate programs. The Home Efficiency Rebates Program (also known as Homes) and the Home Electrification and Appliance Rebate Program (also known as HEAR) will provide rebates for high-efficiency home improvements and appliance installation in eligible single and multifamily homes. These rebates give Oregonians – including those with limited resources – an opportunity to significantly lower the up-front cost of energy-efficient home upgrades.

Earth Advantage will deliver these programs in the state’s 38 consumer-owned utility (COU) and Idaho Power Company service areas, while Energy Trust of Oregon will implement the programs in investor-owned utility service areas. We are currently working closely with ODOE and Energy Trust to develop the infrastructure needed to launch these programs, pending approval from the U.S. Department of Energy (USDOE). How to Participate


  

Contractors

The home energy rebate programs create new opportunities for contractors to grow their business while helping Oregonians improve efficiency, affordability and comfort in their homes. To participate, contractors must enroll in the program, hold a current Oregon CCB license and complete training on program specifications and technologies.

Contractor enrollment will open shortly after ODOE receives U.S. Department of Energy approval to launch the programs. 

Consumers

We highly encourage households residing in COU service areas who are interested in pursuing a home energy rebate to work with one of our partner community-based organizations (CBOs). These partners can help you identify the most impactful rebate pathways, connect you with an enrolled contractor and submit the application and project paperwork on your behalf.
